Governor's borrowing plan risks stimulus funds

Sigh!!! Why does this have to be so complicated??? If you click on the title of this post, it will take you to an article in the SF Chronicle about education funding in CA. Although I think it is crucial to understand the workings of our profession, including its funding mechanisms, this type of information makes my head want to explode.
